VANCOUVER (CP) - Anyone who has been exposed to bodily fluids during a rescue or altercation should have access to medical records to determine if they are at risk of diseases like HIV, says the B.C. Federation of Police Officers.

The officers want the province to pass legislation that would give the access to members of the public and emergency workers.

The so-called Good Samaritan act would apply to victims of crime, paramedics or police punctured by a needle, for example.

Three East St. Louis cops put

EAST ST. LOUIS -- Police were releasing few details about their investigation into a shooting Friday involving an East St. Louis police officer, which left one Missouri man with a chest wound and another in jail.

Three East St. Louis police officers involved in the bi-state pursuit remained Thursday on administrative leave.

St. Louis police are handling the investigation because one of the fleeing suspects was shot in St. Louis, East St. Louis Police Chief James Mister said. St. Louis police spokesman Schron Jackson would say only that the investigation is still underway.

Police have not identified either of the two suspects, pending the outcome of the investigation. One was arrested, then released. The other, who was shot, has been released from the hospital, Mister said.

East St. Louis police have asked Illinois State Police to handle the investigation into the pursuit and fired shots that occurred on the Illinois side of the Mississippi River. The officers fired shots at the fleeing vehicle where the pursuit began on 11th Street and Lynch Avenue, and again at 11th Street and Baugh Avenue, police have said.

Police would not disclose whether the suspects were shooting at police.

Mister would not disclose the names of the officers or offer further details, including what led to the police pursuit and why the officers pursued the vehicle into Missouri. He would say only that the case is being investigated by the Illinois State Police Public Integrity Unit.

Illinois State Police Lt. Mark Bramlett said his agency is conducting interviews and gathering reports. He said he doubted it would be a lengthy investigation.

"It won't be as long as some cases. This case does not have a lot of forensic evidence involved -- we're conducting interviews and reviewing reports. I don't think it will be a long time out," he said.

Bramlett said the completed case will be turned over to the St. Clair County state's attorney's office, which will determine whether any charges will be filed.
